What are suggestions for quads/hams during Power week for a home gym with limited equipment?
What exercises can be substituted for Leg Press, Leg Extension, and Leg Curl?

Can't really "replace" those but you can still get a banging leg work out. Squat, add sets and reps and increase weight, deadlifts, again add set and reps, lunges, go hard on those, step ups, use super heavy weight. That should do the trick.

I have a squat rack, bench, barbell and dumbbells.
And, the weightroom has a low ceiling, so I can't do step ups without hitting my head on the ceiling.
I pretty much do squats, front squats, staggered squats, deadlifts, stiff legged deadlifts, lunges, bulgarian split squats, and ham/glute bridges.
