1st question: is superset considered 1 set or 2 sets?
2nd question: how many supersets for shock week is suggested for smaller bodyparts?
I've always cut down on my supersets for bodyparts like my calves or biceps. I would do 2-3 supersets + 1 dropset, instead of the 4 superset + 1 dropset from the recommended P/RR/S guide.

A superset is considered 1 set, well for me it is anyways. Its 2 exercises combined into 1 set. Your second exercises immediately after your 1st exercises no rest so the weight is usually lighter and a lot of times the reps are low as well due to that muscle being burnt out. If you take that 2nd exercises and did it all by itself it wouldn't hardly be considered a set, but combine the 1st and 2nd and you have 1 superset. Smaller muscle groups, I'd still do 4 sets if you can. Meaning some of your smaller muscle groups like calves you are limited to variations of exercises. I've read once a while back that calves were so hard to build because they are constantly getting worked out by walking all the time. It made sense to me because I can rarely remember my calves getting sore after a workout. So I try to always pay attention to my calves, plus its a huge weak point for most people when it comes to proportion to the rest of there body
